Duties of the County General Relief Office
Clay County General Relief offers emergency assistance to residents of this county as mandated by the Code of Iowa, section 252.25.
To qualify, a person must be a resident of Clay County, be at least 18 years of age, and meet current income and resource guidelines.
General Relief provides assistance to individuals and families in Clay County who need help with:
The program is designed to provide short-term emergency assistance to persons who are experiencing a financial crisis and are unable to be supported by their own means, relatives, or other public and private sources and cannot obtain assistance from any other source.
It is not intended to provide on-going, long term aid to any individual or family. Must meet current income and resource guidelines to be eligible for assistance.
The Clay County General Relief Office is open 9am – 12pm Monday, Tuesday, Thursday & Friday. Individuals applying for assistance must complete an application in its entirety.
The applicant must also have an interview with the General Relief Director prior to approval for any assistance.
Applicants are encouraged to call and discuss alternate options if unable to appear in person during the office hours. If the applicant is or appears to be eligible for assistance from any other federal, state, or local source, the department shall immediately refer the applicant to that source.
It shall be the obligation of the applicant to immediately make application to that source and pursue such application with due diligence as a condition to be eligible for assistance through Clay County General Relief.
Providing inaccurate information will result in a determination of ineligibility and will render the applicant ineligible for assistance.
VERIFICATION YOU NEED TO PROVIDE FOR ALL HOUSEHOLD MEMBERS
Application – you must complete all blanks.
Identification – Valid State of Iowa ID with current Clay County address.
Current bank statement(s) for all checking and savings accounts and/or debit card statement for all household members.
Job Search Verification Form (if not employed or employed less than 30 hours per week).
If unable to work, please provide a note from your doctor stating the reason why.
Landlords Statement and/or Utility Bill (and past due, eviction or disconnection notice if received).
Proof of all income for the last three (3) months for all household members:
Paystubs
Proof of Unemployment Compensation benefits.
Self-employment records for at least three (3) months & previous year tax return.
Personal Income Record if income is from baby-sitting, mowing, shoveling, handyman repair, mechanical repair, collecting scrap metal, odd jobs, etc.
Social Security Explanation of Benefits
Any other source of income.
Notice of Decision from Dept of Human Services for entire household
(FIP, Title 19, Food Stamps) showing benefits or denial of benefits or appointment letter if no decision has been made to date.
SSI or Social Security verification showing monthly benefits, or “Receipt Letter” showing when you applied and/or denial letter for all household members.
An application for county assistance with the Clay County General Relief office must be made prior to the burial when possible and no later than five days after the date of death to determine income and resource eligibility.
A deceased person’s income must not exceed the current year’s 100% Federal Poverty Guideline and their estate must not have resources over $500 for eligibility for Clay County General Assistance, according to resource guidelines.
Burial benefits of $1,800 are for cremation services only, which will be paid by Clay County to the mortuary.
